@RyanM There should be a flag queue you have access to now. (Ooh, shiny, an /admin URL!) This'll show any currently pending flags that you can vote on as a >10k network user, but it's really not worth keeping open. As NobodyNada mentioned, chat flags are swept up by network mods really quickly, almost as fast as you can preview them through the little blue notification by your avatar in the lower left.

I think it takes ~10 "valid" votes by 10kers on a flag to delete it. It also incurs a very short chat suspension, and I'm sure it also raises some sort of flag for mods to review... Citation needed on that one, though.

@DanielWiddis @Spevacus Autoflags are just that: completely automatic. If we waited for a human response, then the flags would really be sock-puppet flags, not automatic flags. We don't want to run a huge sock-puppet ring, so the flags which are not manually raised by individual users are only automatic.

@DanielWiddis Yes, spam posts are shown at the top, and more flags are prioritized, but the mod has to refresh the page to see them (i.e. the list in the page isn't "live").
On pages other than the flag listing, there's no specific indication that the queue contains active spam flags. For most sites, that doesn't matter, because their flag queues generally sit at zero. On SO, the flag queue usually is >100 (posts with flags, not individual flags), so there's no way to know that the queue now has spam in it, other than looking at the flag queue pages.

@thesecretmaster The difference is that waiting for a user to give a TP response is basically making that user's response equal to putting N flags on the post, which is, very clearly, sock-puppetry. If it's completely automatic, then it has nothing to do with the response which an individual gives to a specific post (i.e. it's not allowing a user's actions to cause more than their own flags to be raised).
Yes, user actions prior to when the post is seen or when it exists do impact if the automatic flags are raised, or even if it's detected, but not actions after the post is scanned (i.e. not based on someone giving feedback).
Note that people have voiced concerns over autoflagging being sock-puppetry multiple times. We've had to make it really clear to people that the autoflagging is completely automatic and not based on the actions of a person about a specific post which is then flagged.
The most recent time this came up was one of the blow-ups with Daniil (specifically the one about spam waves), which started in the TL and was also in here. All told, that took several people and several hours to deal with.
Yes, it would make things a bit more accurate for the autoflagging to wait a few seconds to see if MS gets FP feedback and should not autoflag, and that might be skirting the sock-puppetry line sufficiently, but would delay autoflagging a bit.
However, if SE really cared about autoflagging accuracy, then they would spend the 1/4 of a dev-day (maybe as much as a day, but it should be quite simple) to add retracting flags to the SE API, which would allow us to retract autoflags when we get an FP response (and which we'd implement very soon after it was possible, given we've been asking for it for years). [Yes, I'm a bit frustrated about that one.]

@RyanM Other than custom flag, there's really not much we can do. It's something that needs to be put in the hands on the site's moderators. The overall preference is to not destroy value while not giving the OP the reputation benefit from what was intended as spam.
As a moderator, I'd have to think about it for a while and look at the specifics of the situation, upon which I'd base my response/actions. I'd at least consider all of: delete the question; delete/destroy the user; convert the question to community wiki; merge the question into an existing one, or create one for that to happen (saves the answers); and contacting the CM team to ask for disassociation.
Of those, I believe that deleting the question, converting it to a community wiki, or merging into another question, even if I had to create the question, would all be in line with the CC BY-SA license. Deleting the question would result in the site was losing the answers, so largely depends on how much value those have. The answers could be saved by finding, or making, a question into which they could be merged, or making the current question community wiki.
Forcibly dissociating the question really isn't consistent with the license when we're planning on continuing to distribute the question. Deleting/destroying the user really depends on if the user has given any content which isn't spam/R/A and/or done something else that has indicated they are here to harm the network (including spam) and/or act in violation of the TOS.

@Makyen At the risk of beating a dead horse, I want to make one more attempt to reply simply/clearly regarding your earlier statement "I'm saying that if you have total posts = #TP + #FP, then with a fixed %TP, the ratio of #FP to #TP isn't going to change, because the %TP describes that ratio".
To be clear, the %TP isn't fixed globally, it varies according to the threshold used, and that threshold impacts the fraction of the total available posts (all future posts with scores >= 1). So you can "Fix" the %TP ratio of autoflagged posts, but the number of autoflagged posts increases.
Using the simplified numbers, while 10% of 100 is 10 and 10% of 200 is 20, the 100 and 200 in that example aren't the total number of posts. They are a subset of all posts (which you note in your later reply, with caveats about future, randomness, etc. with which I agree).
So there could be, in your original example, 1000 total (future) posts that the system evaluates in X timeframe, 500 of which are tp posts and 500 fp, and we are only autoflagging 100 at the higher threshold. At a higher threshold, only 100 total posts are considered for autoflagging, with that 10% rate meaning 90 tp + 10 fp + 410 tp not autoflagged + 490 fp not autoflagged.
Without changing anything, if you lowered the threshold to get 200 total autoflagged posts, your fp rate would increase, say to 15% of the 200, giving 170 tp + 30 fp + 330 tp not autoflagged + 470 fp not autoflagged.
Now, assume an improvement gives us only 5% FP rate (cut in half) and reduces the total autoflagged posts by about 10% (from 100 to 90). There are still 1000 total posts in the system, so the final numbers are like 86 tp + 4 fp + 414 tp not autoflagged + 496 fp not autoflagged.
But by lowering score threshold we get a larger percentage of the overall total in the system. Say it's now 200 by the time you hit that 10% rate again. So you would have 180 tp + 20 fp + 320 tp not flagged + 480 fp not flagged. The 10% of 200 vs. 10% of 100 is constant, but you've moved from 410 tp going unflagged to 320 tp going unflagged, a net increase of 90 tp flagged, at the cost of 10 more fp flagged (our accuracy ratio).
Obviously the numbers aren't that extreme, but with the 99.75% threshold requirement we're sure of a 399 tp to 1 fp ratio of the increased posts. We don't know exactly what that increase is, but looking historically at only the posts that were already autoflagged it looks like we get more... plus there would be potentially even more than that.
(Up to the limit of posts the system actually scans.) Due to the complexities of the various autoflagging rules (site filters, numbers of reasons) and the varying nature of future spam vs. current reasons/scoring, we can't know exactly. But I'm confident in my position that the number of tp flags autoflagged will increase under a revised scoring system.

@Mast I guess you need to have Github write access to make changes to a PR. Technically I suppose you could clone the branch locally, and create a new PR to supersede the old one. If the PR is trivial, propably just create a new PR and reject the old one. Or add the watch and close the PR as dupe
Not at my computer so can't really investigate properly; maybe there's a way to suggest changes to a PR even without direct commit access

New scoring statistical analysis has been updated. Since pictures are worth a thousand words, it works well in my monologue competition with @Makyen and I think addresses the more tp/more fp question with some math behind it.
Bottom line: The revised scoring applied over the 4-year post history would have caught 1.92% more of the 170K spam posts, or 3272 more spam autoflagged. There would have been 232 false positives. At the 0.0025 rate, applied to the additional flagged posts, that would be an increase of 8 fp's.

IMO this is vandalism.

So in general, yes.
But this particular case? We are not equipped to catch it automatically.
 
but that's blocking them from doing xxxxxxx. Not from posting sane text.
 
We'd need a dedicated check, in code not in regex, to find edits that greatly reduce the amount of content posted and then find a way to reduce the huge amount of FP that would give.
So while we want to catch it, it's really hard.
Don't beat yourself up if we miss a couple.
 
I guess it's opinion-based as to whether this particular edit was vandalism? I don't see the usual "xxxx" replacement, but as the OP attempting to answer in the Question
 
But that particular post was vandalism, should be tp and is nigh impossible to catch automatically.
Whether it was intended as vandalism or not is not really relevant, I think. It is vandalism.
