@Daniil Well, you can look through the detailed docs as to what's available wrt. the data that can be returned and see there's nothing wrt. who voted to delete. In addition, the SE API provides almost no data for posts that have been deleted. BTW: I've assumed that for the close-voters you're asking for that information about a question which is or was closed and is not deleted. In other words, not the users who have placed a close-vote and not had that close-vote contribute to closing the Q.

@Daniil The documentation for each endpoint (e.g. /questions/{ids}) tells you the type of data which it can return (e.g. questions), which then describe the properties which can be contained in the response.
Some of those properties are themselves Objects, which also have a page defining what the can contain (e.g. closed_details), which may also be an Object with a list of properties (e.g. by_users, which is a list of shallow_user).

@Daniil According to Wikipedia, ISS's orbital speed is 7.66 km/s. So a 10 minute of delay means a arc of (7.66km/s*10min*60s/min=4.60*10^3 km), or 4,600 km (3 significant figures) off. For reference, the mean radius of earth is 6371.0 km, and the altitude of ISS is between 408 km and 410 km. This is not several hundred litres of fuel is capable of.

I'd note that for blogs it's not an all that uncommon pattern to see a domain used in spam for a period, then eventually working its way into legitimate posts. It's a bit frustrating that the spammers are rewarded with traffic, but that was their main goal for spamming. :;
