@iBug All it would take is to remove 4 words. While that wouldn't make a good question, it would make a question from which the OP could provide some explanation to make it clear.
 
@Makyen Yes. While "all it would take is the removal of those 4 words", it won't make it a good question. Additionally, the general language in the question is unfriendly and unkind, and therefore it's more a rant and better not "repaired".
IMO repairability is like a few "f***ing" misused as "very", or some vulgar words in an expression of despair or frustration, but not and never such direct offense and insult like this one.
 
The code follows a fairly typical pattern for an early effort of a young (low-mid teenage) person getting into coding. It's the sort of thing that we've seen many times. A reasonable percentage of them are receptive to having the offensive portions edited out and being informed that such language isn't professional, thus not acceptable here.
@JohnDvorak Sure, some of them are not receptive. For those, it's quite appropriate to hit them with a big clue-stick (red-flags & moderator attention). For the ones that are receptive, it's better, IMO, to start with informing them of what's acceptable here.

The code itself may look reasonable (≠ acceptable) and repairable, but if one is not taught to refrain from being offensive, then it's probably not our (SO) job to teach them to be civilized and polite. OTOH, misused vulgar words are more easily taught to be avoided, if the intention wasn't to insult. We answer their programming questions, but we're not to teach them how to behave.

@JohnDvorak Yes, or at least that's my recollection (definitely, if we include other venues). However, it's not something I keep a record of, so I can't pull up an example. I do recall being thanked by an OP on SE for removing offensive language from their post.
 
How much of it was there? There's a difference between one word and 50% of all freeform text in code
 
We help them if they can't write good programs, and we also help if they can't write "professional" (English) language, but we probably shouldn't help if they can't behave.

@iBug While I agree that we shouldn't be teaching them generally how to behave, it is incumbant upon us to recover repairable posts that are offensive, and we're specifically to mark them as FP. I also find that explaining why it was removed is sometimes beneficial, at least in the edit comment. I think the basic difference is that I see that post as a poorly formed question with typical teenage vulgarity. I don't see it as a rant.

@iBug If they can't behave, certainly we should not. If they don't behave when first here... I disagree, at least for a post like this one, which doesn't strike me as someone ranting. To me it's a question (poorly formed, even without the offensive language). IMO, for something like this, it's better to show them what is acceptable on the site, and give them the chance to comply with that. If they don't, then hit them with red-flags.
@JohnDvorak Our feedback guidance for repairable offensive posts is that they should be marked as FP (and repaired, with a comment left). You can argue that it's not repairable, but, IMO, it is repairable.
 
I consider it "repairable" if such posts won't be considered "disruptive" even if they come in a larger volume (but not to the extent of trolling). But if more posts of a type come and become disrupting, then it's the type that's unacceptable. So judging by the content, even though it's the first occurrence of the user who may be educated, I consider the post itself "of an unacceptable kind".

That says, I won't feel much uneasy if many posts contain vulgar words in sentences or frustration, but I will feel upset if I see many posts like this, which I call "directly offensive to readers". That makes it rather clear what repairability is.
For this specific case, there's an extra thing to take into account: It seems the author knows what "trolling" is and have asked us "not to troll on them" in the first place in the title, which adds another weight to the consideration of it being affronting.

It's still something between "rude or abusive" and "looks fine", which is better represented by the new flag option for comments: unfriendly or unkind.
 
@iBug While I can understand that the extra verbiage regarding "trolling" may predispose you to seeing the post in a certain light, I disagree.
@iBug While I wouldn't call it calm with the removal of those four words, I don't really see it as beyond something that could be considered "normal" wrt. speech patterns in some geographical areas.

@doppelspooker When MS is down, it isn't fully down, only about 1% of the requests get thru, however if one of those requests is a ping request, ms will realise that and try to turn that smokey online, as according to the database in MS, none of the other smokey's are online. A proper solution would be that MS never migrates an "offline" smokey (last ping longer than 2 minutes ago) to an online smokey if it gives an standy ping. This would work during normal operation and when MS is lagging

Some time is really unavoidable for Smokey to "receive chat command -> call Git -> reload -> send chat message"

The 1 minute is because of CircleCI running all tests first and notify MS of results, and MS sending "CI passed" info to Smokey
The 5 seconds, of course, Smokey reloads directly and ahead of CI and MS
