Better torture idea: MP3 player with the evil sound on it, and a speaker system that pumps the same audio to every speaker in the room; tie the person up, put them in the room.
that way you can just play the sound on repeat even faster, and not need to worry about SE chat being in the equation
 
Nah, an actual chat room is the best source of randomness
