The first one might be a legitimate bug with report

at the very minimum it doesn't seem to be stopping re-reports when run from the test

Anyways fixing those should make a big difference in coverage

@quartata some of the automation also seems to run on Angus' account, I think one of the Smokey instances is configured with Angus's personal Github credentials

When Git blacklisting goes away we're probably going to want to rethink how we're using these Github accounts

For one SmokeDetector runners won't need the creds anymore

so we can probably squish the few things that are using SmokeDetector (charcoal-se.github.io building is the big one I can think of) into the metasmoke one

or vice versa

also PullApprove is going to be completely useless

I took it offline for a while to fix, but before I could I had to bring it back when we had a downtime emergency

Anyway, the commits are made by Smokey, so that’s the main thing
