it seems that it selects a flagger randomly, then checks if this flagger's limits allow it to actually post a flag
if it pooled the flaggers whose criteria are met, there would be different problems, though
it would always flag if someone has a low enough threshold, and that someone would have a lot of potentially low-quality flags

and there's one with 196 weight which also got three flags
