metasmoke now checks folks' moderator status every day right before the spam wave (i.e. quite a few hours after folks get their diamonds from elections) and will flat-out refuse to flag something with a diamond account.

curious side effect of 3 flags: Now sometimes stuff that already has 2-3 flags (like some stuff on SO) when we report it gets the nuke before one of us can flag it, causing an influx in manual feedback again
