Maybe it's some intelligent life which is trying to communicate. They've seen spammers spam, and keep coming up with new and ingenious ways to spam when they just want to make friends.
 
for places with a more technical user base, it's identifiable as crap. but on other places they must actually have people click on it and earn them ad revenue
 
Surely they must have realised by now that posting spam here just gets nuked, and doesn't get them much in return?
Or maybe it does, and they keep spamming because it's profitable enough to be worth it?

@Ferrybig I agree with this 300 rep min on one site. The issue is, most of us here, have been here a while and are devoted to the site, this type of devotion comes with participation as a contributor on the site. I think it's a good rule of thumb, to access the rite of moderation and meta there needs to be contribution on the site first. Really this is a off shoot of moderation. (although technically unofficial)
 
@ArtOfCode Woo! Swag! Though, I've got to say that I probably am not in the running for Smokey/MS/Charcoal swag any more. I don't think I've made a code contribution in a long time.

@Yvette I also think users need accounts on more than a handful of sites. The user that started this discussion had 3 accounts last time. Ubuntu, SO (1 rep) and something else (with 1 rep). They have been a user on the network since mid-April. There is no way they know how to moderate on the SE network at this point yet.

@Quill I disagree. Smokey/MS is an aspect of SE. It is partially gamified in that we show feedback results and everyone wants the higher percent accurate numbers, but it is still part of SE. If you are here only to get the Smokey high score, you aren't actually doing anything for SE. You have to be able to flag posts on sites. Having only 3 accounts is not helpful.
 
I don't think people are gamifying smokey
 
@Andy It's a group effort, I know I'm not an official member of the team, but I've been around long enough to pull people up, which I did today. "he" was excited and we don't want to squash exuberance, but we also need it to be a good "work" place for the regulars who are here over time.

I belong to all the sites, so I can flag and comment on them all. We also need people to flag reports, not just make reports for SD's db.
 
These all sound like awesome guidelines... but to add them to the code seems a little bit over the top
 
@Quill there's nothing to feel bad about. Just some min hard limit.
I remember when I asked for privileges here I had my hat in hand, I felt it was a big deal and I think it's good for the room to have that feel (to a point).
 
@Quill I'm not suggesting adding them to code. I'm making an argument for policy on Art's 'soft-limit' side. I think users need to actually be able to flag stuff on a sizable portion of the network
