The new max_rep parameter of each spam rule is the maximal reputation with which user may be reported under that rule. I.e., the check runs if owner_rep <= max_rep.
I welcome adjustments of these, since this is not exact science. I thought of how many false positives we get for these, and how likely spammers of certain kind get some rep.
(E.g., vashikaran specialist is never going to.)
max_rep 1000000, meaning everyone is checked: offensive, all caps, repeating characters, few unique characters.
max_rep 50, the previous level for everyone: big lists of bad keywords, blacklisted website, URL in title, and obscure reasons I know nothing about.
max_rep 1: the rest of rules, which are relatively weak signals. They generate most of false positives, and do not produce true positives with rep>1. Namely: pattern-matching sites, baba, nike, email, black magic, Chinese/Korean/Hindi characters, link at end.
Now Jon Skeet has an incentive to reach 1000000: he'll be able to post offensive answers.
 
The important thing is that users with more than 1 rep can now sell their Nike's. :) I'd make all of those 10 for max rep.
Also, "Black magic" in body or title is the most successful rule, percentage-wise, right now.
 
Well. I try not to solve hypothetical problems. The checks ran with max=50 for many months. Not a single true positive with >1 rep for nike or black magic, etc.

Not there, but from the experience of flagging these. I always look at rep; when it's >1, this is a major event.
Anyway, maybe 11 is safer. (It should be 11, not 10; if they do get a single upvote, they'll have 11).
For Chinese/Korean/Hindi characters in title, rep limit is actually irrelevant: title checks are agnostic of reputation.
 
Yeah, but they get downvotes too. That one cross-site spammer had between 8 and 22 (don't remember the exact rep) on one of the sites.
 
But now that you mentioned it, maybe Smokey should report rep when it's >1.
