@Undo you take care of Blaze, right? Did you consider using the /posts endpoint instead of/as well as /questions and /answers? Any reason you didn't? (Just genuinely curious :) )
 
If I can make a strong case that a collection of three or four independent stackoverflow users are serial upvoting eachother, but discreetly enough to be under the radar, what is the methodology for stackoverflow to discourage that behavior? I think I have an instance, but it's hard to tell since they keep it under the limits stackoverflow has defined.
 
If they are indeed serially upvoting each other, but so sneaky that the system doesn't catch them, it's definitely worth a flag.
But, yeah, if you're not a mod you cannot check if they are indeed...

It's probably just a few android developers randomly from Iran, Egypt and Pakistan who are android developers, and they ask questions, and they answer each other's questions, then they get the accept and the upvote for the points. One of them: stackoverflow.com/questions/31375732/… Members from Iran, Iraq, and Egypt. The brotherhood style may be a good one in real life, but not compatible with stackoverflow meritocracy.

It seems to happen - voting rings on SO almost seem inevitable, given the volume of questions and users.
People probably serially vote without realising it all the time, just because good answers tend to come from a small number of users.
 
So the algorithm to differentiate between serial upvoting and a "voting ring" is not possible without the machine learning algorithm that can determine: "This person's answer or question does not deserve an upvote" or "this person is upvoting for reasons other than the content of the submission". Both of these problems are artificial intelligence style problems.
I mean, between serial upvoting, upvoting rings, and the natural phenomenon that some users are just really really good at answering questions.
