As far as neo, not really sure about qualifications. He/she? doesn't have any mod experience under her/his belt, I could see a lower reputation user either being good, or not know how to use any of the tools (locking vs closing vs protection, etc.)

I was kinda this way when I ran for mod, but I had still 3-4K reputation and I had it evenly spread out.
