@Laurel Undisclosed affiliation, definitely. Spam, probably not. It just seems to me like they might not be fully aware of the rules about promotion, unless there's more to the story that I'm not seeing.

If they post another answer linking to the same thing and ignore the comment I just left, then I'd say it's spam.

Although I do see that they've promoted it in a decent number of answers. May be worth adding them to the user blacklist just to keep an eye on them.
