Malicious code presented as the answer to a question that it in no way answers with the intent that the user would run it, also yes. Malicious code in a question...that's going to depend on the context. (e.g., "what does this do? [malicious code]" would be fine, as would related malicious code answering that question)

@VictorVosMottor I haven't gone to the site. Is the site not exhibiting the problem they claim they are having? Is it even something which can be determined from the non-admin pages of the site? As to the domain: there's only one hit in MS, or SE, so I'm not seeing any history on it that would make me think it was more likely spam.
