@Mast There are some entries from that period where the reason for their inclusion in the original blacklist is not recorded in MS. While I wasn't working on the project at that time, my impression is that the criteria for inclusion in the original blacklist was much more lax than it is now, with some entries appearing to be more of what today we'd consider a watch.
Why this entry was added is probably something we're not going to know. In addition to potentially not initially meeting the criteria, it's also possible that there were posts for the domain which were not recorded in MS. Even today, there are new domains which we see on SE which would qualify for the blacklist based on actual posts on SE, but for which we have no record on MS. There was one of these earlier this week.
There are domains which only do a few/several posts and then are never seen again. There are domains that spam, then become popular enough such that regular users begin to use them in posts, etc.
If an entry in the blacklists isn't maintaining the %TP which we are targeting for the blacklists, then it should be removed, potentially with it being added to the watchlist, or not, depending on what is being seen for the entry.

Clicking "Show More" to see the full video description gives contact information with information soliciting payment, including the first and last name of the author, which are the same as the username of the Stack Overflow post author (to the right of "G-Pay" and a phone number).
