we've done a lot of changes over the past few months, indeed.
the watchlist has an almost "Anything Goes" type of rule, it's a way to watch suspected bad things without adding an autospam flag because of autoflagging
among other things.
also a nice way to see how often a given pattern will actaully hit, to determine if it's worth blacklisting. :P
Originally, that was to stop us autoflagging things with mod flags, before we implemented manual flags - but I like it for manual flags too, because it totally absolves us of any possible culpability of accidentally casting a mod flag.
If you take a look at the manual flags log (which includes flags from userscripts, because they're cast through the metasmoke API), you'll see your attempts on there.
Hover over each "Fail", and it shows you a more specific reason

NG backport appears to be stable, and is handling spam o' clock normally. Post scan rate is a little higher than normal actually, perhaps due to less threads running
