Are you meaning with your comment, a user can have elevated privileges, but doesn't necessarily execute them when running a program (for instance lucas has sudo but runs the program without sudo) or do you really mean lucas is root and runs a program?

I think you are saying the first thing, but there is some confusion atm

@LucasKauffman No, what I meant is: a user can have the privilege to have elevated rights (through sudo, or a password prompt), but normally he runs programs without elevated rights, unless he enters a password

I thought that was pretty obvious, so sorry if there's any confusion
