@NickAlexeev, I occasionally look at EE but haven't done any posting there. From the Help section, it looks like the site focuses on the theory side, but it's silent about practical issues, like how to diagnose problems. Is the linked question actually off-topic? We get questions here where some members of the community VTC, even though the questions aren't actually off-topic, or those members aren't familiar enough with the subject to know that the questions are answerable.
@fixer1234 EE.SE is focused on the design and development side of electronics, including theory, more practical and hands-on aspects of design too. Use and repair of electronics is usually off-topic, unless very strongly tied to design.
If the O.P. in that question were designing a tool for reading Flash, that would be on-topic.
