@bertieb, that script reads the timeline data. For some reason, it doesn't work if you aren't logged in, so there's some privilege level involved. The timeline is historical, and the reopen review queue info is reported only after the review is complete. So anyone who can view the timeline should be able to use the script. It would be interesting, though, if some low-rep users tested it to see what the minimum is.

@bertieb - I apologize I indicate there wasn't permissions issue, I kind of figured it was obvious, you had to have the appropriate permissions (logged into an account) to cast a reopen vote. As an engineer, I should have been more precise with my wording :-)
 
@Ramhound No problemo :) There a bunch of <stuff> tucked away out of view (like a post's timeline I olnly discovered was a thing) or stored elsewhere and queryable by SEDE- my own knowledge about these things is fairly limited, and I am definitely not an engineer, so forgive any lack of accuracy or precision on my part ;-)
 
As an engineer is it not acceptable not to be precise with my wording. It is the difference between landing a rover on Mars and crashing that same rover into Mars(operating system was in one unit but calculations assume a different unit).

@bertieb, @Ramhound, just to correct the record, it turns out that ability to view the timeline isn't sufficient rep (tested by a low rep user).
