What's the best way to cut a circular porthole window into the sheet metal of a van?

How do I unseize a bolt? Is another similar question. If it's a bolt supporting structure, it's definitely on topic. What if it was an engine mount bolt?
And when did the meta link at the top right of the questions page stop going to diy.meta?
I think one of the slightly confusing things are the names. In my area "DIY" specifically means working on your home or section/land. In other areas, I see it as more of a general statement that one is literally "doing it your/them-self" and has no link to a home. In that question, OP is doing it themselves, and not using a body shop or camper specialist.
In short, its a language-thing - doesn't help decide who's right and who's off-topic, but that's what I see as the cause or trigger
Just need to acknowledge that some questions live in a grey area between SE sites.
EG, over on Bicycles we get questions about electrical, because some bikes are electric, and these are on-topic. We also get occasional questions about liquid-fuel motors, which are arbitrarily called off topic.
In short, if its plausibly on-topic OP deserves the best answers we can give. If they asked the same question on Mechanics.SE, ideally the results would be about the same
