@Shalvenay Hand-propping didn't start the motor. The main winding was 150Ω. The capacitor winding was 300Ω.
Measured the run capacitor, and got 2uF. The datasheet value is 3uF ±5% .
Run-of-the-mill multimeter. But this is a run-of-the mill troubleshooting too. Maybe my multimeter is adequate.
