We recently had our furnace go out, with the repairs not able to be done until the next day. Since the temperatures were well below freezing outside, we shut off the main hot water valve and opened up the faucets before we left to let the water drain out. When I came back the next day, I found that the water was still flowing, albeit sluggishly.
That suggests to me that the main water shutoff isn't completely shutting things off despite that I couldn't turn it any further. Is that usual? The sort of thing I ought to call a plumber in on? (I have no real experience in doing pipe work).

I have seen some references on the site of gate valves being prone to failing if unused for a while.
