If they're simple folk and have never worked with imaging software of ANY kind, that's usually the thought process... They understand that pictures can go into xlsx (I've seen people paste into and send docx more often) so that's what they paste them in
@FreeMan that one could possibly be because the guy shot a movie, and just wanted to show one frame (and maybe he couldn't be arsed to walk back to wherever the DIY job was)... but still, I would always make a separate photo of the detail in that case

I've still seen screen shots of pics, and I have received Word docs with Excel docs with screen shots...

Yeah, I've seen those, too. I'm actually guilty of that (hangs head in shame again). My eldest doesn't check email but once every couple of weeks, but he'll respond to a text right away, so sometimes I text a picture of the screen instead of emailing a nice screen capture...

top gear top tip: everything comes with a web or desktop client, so you can just use the regular (crisp) way for that :)
that includes whatsapp for example: web.whatsapp.com
you can paste straight into whatsapp from the clipboard btw
