@theUg because contractors can do things like bulk pricing agreements or loyalty discouts or other deals with smaller retailers. If you're only buying a small quantity of something common than a big box hardware store is probably the way to go.

ultimately though there isn't a one size fits all solution for shopping for anything. Best you can do is get a few quotes and make your own price/quality judgement

I ended up not going to Fastenal, because of the time and commute it would require, but I’ve found that for SAE stuff HD and Lowe’s were on par, but Metric was significantly cheaper at Lowe’s to my surprise. I was able to buy bolts, nuts, washers and locking washers roughly for the price of bolts alone at HD. I remember when Lowe’s was more expensive than HD not too long ago.
