Q: Why were there German POWs after "the war"?

The Orphanage by Serhiy Zhadan mentions in passing that a particular building has been "built by German POWs shortly after the war." I'm somewhat confused, though. Which war was this referring to? I assume that this is WW2, but I'm not 100% sure. Ukraine would have been in the USSR at that point....
