I did exactly what the decline message told me and apparently it was the wrong thing to do
I thought NAA was more applicable in the first place, because I couldn't see an answer. A mod saw an answer in there. Fine. You tell me to flag as VLQ. Fine. I do that. And I get another declined flag???
Also, please do inform me what answer is in the answer. All I see are disconnected musings and a reference to a different poem: literature.stackexchange.com/a/18804/11259

@bobble I didn't handle either of your flags on that answer, and I'm quite unsure what to make of it. Maybe it's attempting to address the "That the pattern may subsist, that the wheel may turn and still" line of the quote in the OP? It seems like more of a philosophical take on the concepts involved than an answer grounded in the text, though.
Also, this review looks weird, because I deleted the post from outside the queue and then wasn't able to take any "action" from the queue, so I had to click NAN to get out of it.
Hopefully Tsundoku and Gallifreyan won't review-ban me for NANing a NAA :-)

I think there’s an old debate between various moderators and users on the network about the parameters of the Not An Answer flag. See for example the below post from Science Fiction & Fantasy, and the Main Meta posts linked therein. I don’t know if there has been much discussion about it on Literature specifically, but it’s possible that different moderators here have differing views on the matter.

But again: I don't see this particular answer as wrong. I see it as entirely off-topic, addressing an unasked question and bringing in another poet for an unknowable reason. I'm also particularly miffed that my NAA was declined with "use VLQ" and my VLQ was decline as "not VLQ"
It's not even clear what it's trying to answer - the question which is it is addressing is unclear. It reads to me as a rant, or a philosophical interlude, not an answer
But fine. If it isn't NAA, and you tell me to use VLQ, don't decline my VLQ
