@verbose Flagging as VLQ/NAA sends a post to the mods' flag queue but also to the community review queue for Low Quality Posts. As a mod, I tend to leave those flags sitting rather than handling them quickly (unlike say spam or abuse flags), because it's preferable for the community to handle stuff if possible - if mods handle everything, the community will get "trained" not to bother, which won't be good if/when the site gets bigger and there's more bad posts to deal with.
The problem is, AFAIR, if you flag a post you can't then review it, but if nobody flags a post then it never goes to the review queue in the first place. So I guess the preferred workflow is to check the review queues first and then flag away: that way, if you're the first person to flag the post, then your flag still registers and sends the post to review, but if someone else already flagged it, then your review registers and you can still flag it afterwards too.
