Out of 100k questions on MO, 77,858 have a top-level tag; 82,687 if we also count (linear-algebra), (graph-theory) and (set-theory).
top-level-tags So 22.16% of questions is missing a top-level tag, 17.21% if we take a less strict interpretation.
