I have asked this on meta: Which “non-arxiv” tags are de facto top-level tags?

Mainly for the reason that the rule to use top-level tag seems useful - so I'd like to help with retagging in the cases when I am able to. To that end, it is useful for me to know which tags are top-level tags (aside from the arxiv-formatted tags).

(Or let me know and I can delete it, if it does not have an upvoted answer in the meantime.)

I have pinged you since you seem to be the moderator who deals with the tags most frequently, so you seem to be the right person to ask for advice about this.

And another reason why I pinged you was to asked whether you noticed Alexander Chervov's response.

And I'd like to bring up two points in connection with the tags discussed there - open-problems and open-problems-lists.

1. If open-problems-lists is not going to be created again (as suggested by Alexander Chervov) would it at least be reasonable to retag the questions which originally had this tag with combination of open-problems and big-list?

Many of them are already tagged this way after the merge. And I am certainly willing to help with the manual retagging of the rest.

2. Your comments seems to indicate that you consider correct usage of open-problems tag as a tag for questions about lists of open problems and not about single open problem.

Perhaps it would be reasonable to open a discussion on meta about this? And if the consensus is that this is the correct usage, then probably also the tag-info should be edited to reflect this.

I apologize for bringing up once again issues that were already discussed. But since after Alexander Chervov's message here in chat there was you replied neither her in chat nor in comments under his post on meta, I thought that it is possible that you missed this and I decided to ask again.
