Only later I noticed that this is not specific to MO and posted on meta.SE: Featured questions are not shown community bulletin on per-site-metas

This means the tag-info for community-bulletin that I suggested is most likely redundant - since the tag is now empty and it is going to deleted.

So I assume that my suggested edits should probably be rejected.
