I should mention a change in the use by the community of this tag: out of 353 current (=non-deleted) questions tagged tag-removed, only 17 have been created since 2014 and only 2 (both closed) since 2018. The current use seems to have more or less converged to: only use this tag when removing tags without leaving other tags, and only when the question is highly off-topic and very likely to be deleted, and is no longer used to remove an irrelevant tag from an a priori reasonable question. — YCor 17 hours ago
Trying to parse your comment once again.
This part seems to be about usage for regular users:
> only use this tag when removing tags without leaving other tags, and only when the question is highly off-topic and very likely to be deleted
And this is above merging into - which can only be done by moderators:
> and is no longer used to remove an irrelevant tag from an a priori reasonable question.
From the examples above it is clear that was merged into probably in 2018. And it influenced the tags at least on those 6 questions linked above.
I am unaware of a more recent merging into .
And I will repeat the fact that we cannot get the date of merging just based on CreationDate or LastActivityDate of the influenced question. Merging doesn't show in the revision history.
The only thing we know for sure is that merging occurred at some point after the date when the question was posted.

To use a specific example, let us take the tag . There are 20 questions in this tag and the newest one is from 2009.
If a mod would merge into now, the number of questions tagged , then the number of questions with the tag would be increased by 18.
It would be a result of an action taken in 2022. Yet those changes would only influence questions created before 2010.
So the fact that no questions created after 2018 have the tag cannot be taken as an absolute proof that mods did not use merging into this tag since 2018.
OTOH I assume that situations like this (when the tag only appears on very old questions) are rather rare. So this is in principle possible - but it is very likely that merging would influence at least some questions which aren't very old.

@YCor Changing your search from "created" to "lastactive" gives 18 questions between 2018 and 2022 (compared to 2 created in that interval). Of course, this only gives some information about usage by regular users. A moderator could in principle merge some tag into (tag-removed) today - and if that tag is only used on old questions, it would not influence only the old questions. (At the same time, there would be sudden increase in number or questions tagged (tag-removed) - ... — Martin Sleziak 55 secs ago
... similarly as it jumped up by cca 50 questions when (calculus) was removed.) From the examples posted in chat it seems quite likely that the most recent merging by mods was removal of exact-solutions - it influenced less than 10 questions and it happended in 2018 or later. — Martin Sleziak 47 secs ago
@YCor Unrelated to this - I noticed your edit here: Cleaning up comments. As you can see, the link doesn't behave as a link (current revision). If you add a newline after <hr> the link becomes "clickable".
It is generally known that mixing HTML and MarkDown sometimes leads to a problem - so this could be resolved by separating them.
I think that replacing <hr> with ----- should work, too.
I can edit the question - but in case you want to try yourself how this behaves (and when the link actually renders as a link), I am leaving it at the moment as it is.
