Hardware virtualisation is just a feature of Intel CPUs that makes virtual machines more efficient.
I hav to admit I don't know exactly how this works.

My guess is that Bluestacks works as a virtual machine so enabling the feature on the CPU will make it faster.
It's quite safe, and in fact on most computers it is enabled by default.

In the web page you linked look at the section: 3. Enter BIOS to enable Virtualization.
This explains how you can enter the laptop BIOS settings from Windows.
You need to follow those instructions to get into the laptop BIOS.

Bluestacks is the most widely used Android simulator. Is the problem just that the Play Store isn't there? If so that's because the Play Store has to be manually installed on all Android simulators.

WhatsApp did work on my test install of Bluestacks.
But it ends a verification code to your phone, so unless your phone is working you won't be able to log into WhatsApp on your PC.
Can you get a friend to charge your phone for you?

Aha, yes apparently you can configure Bluestacks to emulate different phones, and by default it emulates a OnePlus 3T.

If $n = 90°$ then I think you can do this using $\sin^2x = 1 - \cos^2x$. But I don't know how to do it if $n \ne 90°$.
