I have asked about the tag before, but I think I have learned a bit more about tag management since then, so I just want to check whether I understand this correctly.

From the tag-info: This tag is to be used only when re-tagging highly(!) off-topic questions where none of the actual tags would make sense; all actual tags the questioner has used are removed and something is needed to have some tag, which is enforced by the software, so this tag is used.

@MartinSleziak The tag info describes the only use case for regular users. It's used for cleaning up tags without bumping by moderators. When a question with that tag pops up on the front page, remove it.
So it work like this:
1. Suppose that there is a tag which should be removed. (And has too enough questions so that we do not want bump all of them.)
2. A moderator merges into .
3. After this action, the tag is empty and all questions which were originally tagged are now tagged instead. But the tags on all those questions were changed without bumping the questions to the front page.
4. The fact that exists (and contains many question) is not a problem. But if some question with this tag is bumped for other reasons, it is good to remove the tag.
Is my understanding of this more-or-less right?
Just in case somebody stumbles upon this (and is interested), I will add these two links: What are tag synonyms and merged tags? How do they work?
Mainly this answer helped me to understand better when merging tags is useful.
