Can I say commentable and categorizable? Or what are alternatives to use one word to say that something is able to leave comments on it or could be categorized?

Q: Differences in pronouncing the indefinite article

In most cases, the indefinite article a is pronounced very short, like the a in align. But in my time in the US, I often heard someone pronounce it stronger, like the a in angel. Is this used just for emphasizing the following word or has it some other meaning?
