@Mitch The apparent choice is between welcoming everyone and needing to filter out things that are off-topic, or preventing some people from participating and missing out on the occasional gem. Between these, I'd pick the first. However, there must be some way to shift the curve so that we still welcome (almost) everyone, and maintain quality. If we're discussing mandatory quizzes, a lower bar that might be more palatable is to make it mandatory for people to take the tour before posting.

@Lawrence Only if i) you add a @ before their name and ii) they've been in the room in the past X days. I don't remember what X actually is but you can check by writing @ and starting to type the nme. If the user's name appears in the autocomplete box, they'll be pinged. If it doesn't, they haven't been here recently enough.
 
but if I ask for help with vocabulary in a thread that is typical of the forum, and there is a million other threads with people asking for help with vocabulary

@RejlanGivens Rewording is often taken to come under the umbrella of proofreading, which is normally off-topic if the source of concern isn't clearly identified. I think you've attempted to indicate the source of concern.
Having said that, the part you've highlighted in the question seems to be ok as is.
You're saying that if something is vague, ask for clarification. That's pretty clear. Are you looking to add something more to this?

Rewording is what this forum is about Lawrence, that is my view. Many questions didn't offer anywhere near explanation and information as this my question did, and you consider it rewording. I wasn't sure which verb to use, and I clearly stated that, warn, or indicate. I also explained the context, and I think that it is clear that I was asking for a phrasing specific for this kind of writing, and someone to point out the difference to my original phrasing.
There's a ton of similar threads on the forum, which Rathony spared of his put on hold hobby, and I'm only asking that he leaves my questions alone too. I'm not asking people to do my homework for me, and except for one question, others clearly show that I asked something that I thought about, so I'll appreciate any help, and it means anyone's. I can't decide for anyone how they answer to the question, and I wish I got better answers today, but okay.
Each of them was still better than put on hold waffle I got from Rathony and his buddy the other day.
That's all I have to say, as far as I'm concerned any answer is welcome, I'm not asking quesitons here because I'm bored. If you can't help, let it go man, there are other nicer things to do than ruining someone's effort.

It hasn't. You directly addressed the user in chat using language that was deliberately harsh. If you don't agree with the Be Nice policy here, then you should find some other way to contribute. Deliberately picking fights with a user has no place here.

Do you mean accusing a user who has done nothing wrong of following every question and closing it in the ELU chat room is in line with "be nice policy" and my using the word is not?

You're really eager to turn this in endless conversation are you. In the end, I asking for an explanation from you, and you were directing me to a tour of the site, when I was convinced that my question is not violating the rules of the forum. Instead you offered me a meaningless and rude waffle and I found it offensive and disrespectful of my effort.
I'm not going to flag anything for anyone's attention, that was a very well researched question for what I wanted to know, and I clearly put in effort into thinking it through before I asked that. I'd tried Google and everywhere else, and then I got here for help. And then I met you.

@Mitch It's character specific. The closest thing we have to it in English is probably Homer Simpson's D'oh! although the nuanced differences are difficult to distinguish since both words are effectively undefined by the only person who ever uses them.
This the closest you'll ever get to a definitive answer.
Interjections are the hardest part of speech to define, followed by the preposition, then probably the pronoun ...
