@whuber: The closest I could find is gis.stackexchange.com/questions/24554/… but unfortunately the answer is very laborious. I am looking for a tiny library that would already have borders data embedded and would tell the country without having to install anything or run any server. But I guess that does not exist?

@NicolasRaoul The issue here concerns the accuracy with which the country outlines would be represented. There is a large number of such datasets, varying enormously in accuracy, size, and currency. (One problem is that country borders are constantly changing.) Thus many people would adopt a two-piece solution in which a Web-enabled GIS executes the calculations against a separately curated dataset.
