I am wondering, how do they think ISO-3661 is going to replace FIPs codes when ISO-3661 only seems to cover countries and regions, and FIPs codes seem to cover so much more (e.g., subregions, cities, etc)?
I'm looking at the Census data and they are saying that they will be using ISO-3661 codes in the next census, but I don't get how they plan on doing that, unless there are plans to cover all this data.
