@mattwilkie regarding the data aggregation for our redistricting pages, we generate the data in advance and host it. It actually took several man-months to get it set up completely, plus the several months development time for Explorer, but we were disadvantaged by some application architecture decisions, as well as some technical details that would violate my NDA to explain. Because we're not trying to protect our data, getting it in multiple formats isn't wildly costly.
