I had a flag declined, the question is a duplicate. electronics.stackexchange.com/questions/279714/… I tried to change the vote after I found the duplicate, but once you decline a close vote there is nothing you can do. So I brought it to the attention of a moderator. I think the moderator declined the flag because they saw that I had +2000 rep and could have closed it. Just thought I'd bring it up. I still can't change it to a duplicate.
