Anybody. I get the feel that about a third of the questions from first timers (to whom it seems we should be especially considerate) are about creating or developing web apps. I suspect far too late now, but should we consider whether the site might be better renamed (if feasible) to something like "Using Web Apps", or in line with SU, "Web App User"?
