@closetnoc It's not a CMS. It's a static site generator. You'll love it. Let me know if you want any help while installation(You might get some SSLV3 error in windows) - jekyllrb.com/docs/installation

@Goyllo It is still an install on the server and requires something to run. As well, it is a bit esoteric in usage. I admit it is light weight and people seem to like it, however, I am looking for a client that allows for rapid WYSIWYG responsive development and a GUI that allows me to focus on content and not bullsh*t.
It can be two separate clients. However, I am seeing attempts. I may play with BlueGriffon though that is not at all convenient for rapid content development. Too many of these things require learning a bunch of stuff. Okay. I can code. Not a problem. I do not need help with that. I am looking to speed up some work this winter. Speed is the issue.

@closetnoc You don't need to install anything on server side. What jekyll does is they generate static website for you. For example, you specify all the thing in main layout like <html><head><meta><body>{{content}}</body></html> and now you need to write markdown file for specific post and that post will be placed on {{content}} it's so simple. You don't have to learn anything new.
I don't know how to write hello program in ruby and still I am using that. Well it's not WYSIWYG, so feel free to go with what you like :)

@Goyllo Yeah. I am looking for something different than that. It can be two things. One to bang up some quick HTML using a design centric method versus code centric method and something that allows me to create content much like a word processor (only simple) using this or that template. It should have a hierarchy structure to it such as windows explorer and simply write the pages out. It would be nice if there was a resources feature too since I have a ton of them.
I have a few small sites I want to redesign and write content for. I have a few more I want to create. Some will only have a dozen or two pages. One will be a photo gallery with written content per page. One will be extremely extensive and extremely complex content wise and requires complicated organization. Another, a simple silly as poop blogishy thing for fun. Afterall, I do not have to impress anyone anymore. ;-)
