Q: Room for mod-migrated comments has wrong users

Double AAAs of recently, mods can move excessive comments to a chatroom via the flag. However, the comment participants are not given write access to the room. Rather the users with the chat-user-number equal to the participants site-user-number are given access. This is clearly an error. Example

@YEZ You are chat user #105940 and Mi Yodeya user #4794. The system saw that the relevant user for the conversation was MY#4794 and gave write access to chat#4794 which isn't you. If you didn't have 20 rep, you wouldn't be able to continue your conversation.

@msh210 Because I did it once and there were weird user permissions. Only the second time when one of the names was the same did I figure out what the issue was.
