a lot of our users still need to learn how to downvote stuff so moderators don't have to step in for every little mess. i prefer to leave them something to downvote when it's not causing serious harm.
a score of -4 will remove it from the front page entirely.
I agree that such questions are valuable, both for the questioners and for the site itself. The problem isn't the suitability of such questions, the problem is that such questions need to be constructive.
