@Mark Your comment was along the lines of "you will be able to [vote up questions and answers]" and basically told the answerer to just move on.
I softened it to say they can't comment without rep. They can vote any time - registered or not, rep or not
Do you use a keyboard expander to comment or rely on stock controls? If the latter, post a screen shot of it. I don't get any dialog and would want to submit a bug request to the site devs if the boilerplate text needs editing.
@awesomebing1 Good move on Ask Different Meta - the chat room can go days or weeks without much action.
@bmike As far as I recall that is the sites's boilerplate for deleting a question
and the comment does not appear to me, It only appears on the answer after you have voted to delete and you only see it if you revisit the question the view in the queue does not show the comment
