@Christiaan The only ones I decline every now and then are 'plainly wrong' answers. Wrong answers should not be flagged, and there is a default template to decline them for this as well. Especially frustrating to sometimes see a flag but not a down vote in that case.
Not saying you do so, just a general observation. ;p
@Christiaan I believe at one point we opted to include them when chat was more active.
I believe the intent is to proactively become aware about questions on other sites which are on topic here.

@StevenJeuris somehow I have a lower threshold for flags or close votes than for downvotes. I should probably change that attitude.

@Christiaan They are somewhat mutually exclusive. It does not make sense for all flags to be accompanied with a down vote. But in the case of invalid content (which does attempt to try to address the question) a flag is not appropriate, a down vote is. ;p
