It seems like I can use BoxWhiskerPlot[] and just make use the range I want the bar

@MichaelE2, thanks, that's part of it definitely. But I don't want the annoying whiskers at the sides, so I'm actually using BarChart[] with ChartLayout->"Stacked" to get the offsets I want
(unless there's an easier way?)
I probably didn't explain what I'm looking for very well, I want like the picture I posted, except no whiskers at all or lines through the boxes, just horizontal rectangles

@FdotFloss I do not make such plots, so my potential for practical advice is rather limited. BarChart sounds like a reasonable choice.
 
@MichaelE2, I think I got exactly what I want actually
I basically made a stacked bar chart but made the "bottom" rectangles transparent
