I don't like *gimme teh codez* type questions. I've modified my comment to the following:
It's considered a requisite on biology.se that at least some research (reading, searching for related information) is carried out and presented with your question. (For example, have you googled "why does my goldfish swim sideways"? What did you find? What confuses you?) Otherwise it will be closed as homework. The site tour and the help center provide guidance on how to use this site.
I understand that there is a problem with homework. But there's also a problem with down voting without a comment, etc.
Some people react snarkily to the comment (2 people so far, but I haven't posted it a lot).
However, I don't know how to encourage the users to post a better question other than a direct instruction to do so.
Is this something that I should ask about in meta? Do we need to address our close reasons?
I don't want to impose my will on the community.

@medica SO is testing triage. I suggested on meta that new user should see a high quality question when they click ask question so they know what is expect but I dint think it will develop any traction. Apparently showing people what we expect is not worth it but instead using triage to just close and delete questions before it gets to the community is better. Not sure why teaching with examples is such a negative.
@medica here is the link to my question which contains a link to triage as well.
