@psimeson I haven't even used TAO, which is included in PETSc. A former collegue of me (at a former company) evaluated some commercially and freely available optimization packages, and one package from sandia or argonne national laboratory was especially extensive. But I think it wasn't NLopt. However, here is a nice survey:
