Is there any way we can work that distinction into the posting guidelines for new users? Like, "are you asking about how to use a statistical software package? if so, please head over to our sister site Stackoverflow"

Thanks @gung. I posted the question on this site with details. I thought I could provide more details if there was a response and someone with experience in spectral analysis would be able to provide a better answer.
 
@ssdecontrol it pretty much already does. The first page of the help, http://stats.stackexchange.com/help/on-topic says "There are certain subjects that will probably get better responses on our sister sites. If your question is about

- Programming, ask on Stack Overflow. If the language is statistically oriented (such as R, SAS, Stata, SPSS, etc.), then decide based on the nature of your question: if it needs statistical expertise to understand or answer, ask it here; if it's about an algorithm, routine data processing, or details of the language, then please refer to the collection of l
 
I ask questions on SO as well but there are many questions here regarding spectral analysis and even if its a command based answer, it requires statistical knowledge as well.
 
@Anusha what you do when you ask here is make the statistical aspects central to your question, and where possible, make language-specific parts more incidental.
It's okay to ask related but non-identical questions across two sites, emphasizing different aspects of a question.
You can even link them if you need to.
