hypothetical would be a fully invented question that hasn't happened

i could easily see someone running around threatening to ban people, saying offensive things, etc which are made worse because the user seems to be a mod

but the user doesn't have mod powers, so can't actually do what they threaten

if other users are believing he is a mod, it is better to suspend, and then tell the facts to the users, so the suspension would be more of a backup to what another mod would say

but any way, I agree with you. I say "Without mod powers such a person is as harmless as a mosquito"
