How to decide camera model entry-level DSLR models? I choose either D3100/1200D. Which should be ideal choice between them? What parameter should i consider?

It would certainly help people around here to know a little bit more about what you're trying to shoot...

I would look around me, if I have friends who also shoot and maybe my final choice would be to get the same brand as them, it will be cool to share lenses with them...
Those two entry-level camera look pretty much the same... Try them in a shop to see which one feels best in your hands...
I've often heard that, as long as you choose Canon or Nikon, you cannot go wrong...

the negatice point for D3100 are 24fps (which is not much good for video shooting), i think so.
why 18-55mm lens are more popular in kit with DSLR?
 
I guess they're cheap, they cover from "wide" angle to a narrower one, allowing the user to shoot landscape and some portrait for example...
I've seen people giving advice to buy the body only and buy a 50mm lens (fixed focal), such as the 50mm 1.8 from canon which costs something like 90$ or so... I think that's not a bad idea when learning photography... They say you zoom with your feet, which is good at first... and then, you can buy a better lens depending on what you want to shoot (zoom, macro, etc...)

@jackopen 24fps is the prefered video frame rate
